FED:Axeing carbon tax would delay CO2 action
CANBERRA, Aug 22 AAP - Business won't have a framework for cutting greenhouse gas emissions
until mid-2016 if the federal coalition wins government and rolls back Labor's carbon
tax, a left-leaning think-tank says.
The Australia Institute (TAI) says the opposition's pledge to scrap the carbon tax
could cost business billions of dollars by creating uncertainty for at least another five
years.
"If the coalition stays committed to rolling back the carbon price and they have the
support of the Australian population for this, then it will be 2016 before we have certainty
on an outcome and 2018 before actual abatement projects begin," institute senior economist
Matt Grudnoff writes in a policy brief released on Monday.
That timeline is based on the federal government surviving in office until late 2013
but losing the next election.
The institute believes the coalition won't win a majority in the Senate.
That means it would have to wait until the second half of 2014 to submit legislation
to replace the carbon tax with its own "direct action" policy if it wanted to set up a
double-dissolution election by mid-2015.
"If we assume that the coalition wins enough seats to pass the legislation then we
can expect the rollback and direct-action plan to start by mid-2016," Mr Grudnoff argues.
But he says it would be 2018 before emissions reduction would actually begin, due to
the time needed to get direct action up and running.
The coalition has also stated that it could possibly replace its grants scheme with
a market-based approach after 2020.
"This of course will create more uncertainty," Mr Grudnoff argues.
He cites a June report commissioned by Australia's major fund managers which analysed
what would happen if a carbon price was introduced in 2016 rather than mid-2012 as planned.
"The report found that the uncertainty would add an additional $2 billion in costs
and increase electricity prices by 20 per cent," the economist writes.
"As the length of time around the uncertainty grows, so does the cost."
ABC election analyst Antony Green agrees if Labor survives in power until the second
half of 2013, and the opposition wins the subsequent election without a majority in the
Senate, "the coalition would probably find it impossible to hold a double dissolution
until the first half of 2015".
But in a late June blog post he also notes that if current opinion polls continue through
to the next election a massive landslide might give the coalition a chance to break the
Labor-Green majority in the upper house.
The new Senate would then be able ditch the carbon tax from mid-2014.
Mr Green further points out that if the coalition took government by mid-2012 in the
current parliament it could feasibly arrange a double-dissolution election before the
end of March 2013.

NSW: Man found guilty of murdering rival and chopping off penis
SYDNEY, Feb 19 AAP - A Sydney man has been found guilty of murdering his estranged
wife's lover, whose penis he cut off and placed in a bedside drawer.
The NSW Supreme Court jury rejected Gabor Ziha's defence that he was suffering from
an abnormality of the mind at the time of the killing, which would reduce the charge to
manslaughter.
The jury of 11 men and one woman today found Ziha, 57, guilty of murdering Barry Corbett,
58, in August 2006 in a flat at Pararamatta in Sydney's west.
He also was found guilty of maliciously wounding his then estranged wife, Marija Ziha,
who was in bed with Mr Corbett at the time.
In his evidence, Ziha told the jury he had been provoked into cutting off the man's
penis, which was found in a drawer on top of a Cosmopolitan magazine.
He said he had felt Mr Corbett's "provocation", adding his victim "was still provoking
by shoving his genitalia into my face".
"I'm sorry," he said. "I cut it off, his penis."
Ziha also said he told his son his wife had left him for "hot sex".
Justice Graham Barr will hear sentencing submissions on Friday.

CANBERRA, Feb 10 AAP - The debate over the government's flood levy has turned personal,
as the opposition accused Labor of unfairly taxing retirement savings to pay for the recovery.
Prime Minister Julia Gillard - who earlier in the week teared up as she recalled the
stories of the 38 killed in the floods - went on the attack in parliament, accusing Opposition
Leader Tony Abbott of having a "tin heart".
A Liberal Party letter in Mr Abbott's name about the tragedy of the floods included
an appeal to donate to the party to fight the government's proposed recovery levy.
"I've never seen such a tin heart," Ms Gillard said.
She said the coalition's proposed budget cuts to replace the $1.8 billion raised by
the levy - including axing spending on Indonesian schools and the Building the Education
Revolution program - represented a "list of shabby opportunism".
"Now is the time to put down the polling, to cut out the scare campaign ... to toss
away the lines and do something in the national interest," Ms Gillard said.
Mr Abbott earlier in the week praised the prime minister over her speech during the
motion of condolence for the 35 flood victims, but returned fire on Thursday.
"I said this week that the prime minister has a decent heart, but I tell you what -
she's got a tin ear," he said.
The coalition accused the government of unfairly taxing superannuation payouts.
NSW Liberal Russell Matheson said he had been contacted by a police officer who was
due to retire next financial year with a lump sum superannuation payout.
Mr Matheson said the man now faced a $6,500 flood levy bill.
The prime minister said the flood levy had been structured through the tax system,
so that people who can pay more, do so.
Mr Abbott later accused the Labor leader - who has compared the cost of the levy to
a "cup of coffee a week" - of misleading taxpayers.
"What we've seen is the cup of coffee becomes a coffee machine a week in the case of
some taxpayers," Mr Abbott said.
Labor MPs taunted coalition members over reports deputy leader Julie Bishop had vehemently
objected to proposed cuts to foreign aid in the opposition's alternative flood recovery
package.
But Ms Bishop tried to turn the attack back on the government, saying the levy was lazy policy.
"It's a shame the Labor party doesn't have robust policy debates within its cabinet," she said.
"The self-described zombies accept the lazy public policy efforts of the prime minister."
She said Ms Gillard had been "unable to reach the high standards that are expected
of the prime minister", adding that paying for disaster recovery was a core responsibility
of government which shouldn't require extra taxes.
The levy legislation, introduced on Thursday, faces a slow march through parliament,
after it was referred to the economics committee and independent MP Tony Windsor gave
his strongest indication yet he may oppose it.
Labor is banking on WA Nationals Tony Crook, Greens MP Adam Bandt and independents
Andrew Wilkie and Rob Oakeshott to get the levy through the lower house.

NSW:Hogan's lawyers to meet ATO on Friday
Lawyers for actor PAUL HOGAN will meet with the Australian Taxation Office this afternoon
in the hope of enabling the Crocodile Dundee star to leave Australia.
70 year-old HOGAN returned to Australia to attend his mother's funeral last week and
has been prevented from leaving under an order by the ATO because of an alleged multi-million
dollar tax bill.
Some media outlets have reported the bill is more than 100 million dollars.
HOGAN'S lawyer ANDREW ROBINSON says the bill is a very large amount but can't confirm
or deny the reported figure because of confidentiality.
Mr ROBINSON says he will try to get the departure prohibition order revoked at today's
meeting so HOGAN can return to his wife and son in the United States.

PERTH, April 20 AAP - Hotels and other buildings have been damaged by an earthquake
which has hit the West Australian Goldfields towns of Kalgoorlie and Boulder.
So far there have been no reports of serious injuries in the magnitude 5.0 quake which
struck at 8.17am (WST) on Tuesday, Geoscience Australia said.
e town's Super Pit gold mine has been shut down and a street cordoned off in Boulder
where several hotels have been damaged, with roof and verandah collapses reported.
One hotelier told 6PR Radio of pulling one of his female workers out of rubble but
she was not seriously injured.
Geoscience Australia seismologist David Jepsen said the quake hit about 10km southwest
of Kalgoorlie and was fairly shallow.
"People in Kalgoorlie would have experienced strong shaking.
"We would expect people up to several hundred kilometres away would have felt it."
Minor damage and toppling of items from shelves would be expected, Mr Jepsen said.
"This is the largest event in the last 25 years in this region and it might be the
largest since we started recording," he said.
The quake was significantly larger than the mining explosions that regularly rocked
the towns, Mr Jepsen said.
Aftershocks would be of much lower magnitude and should be of no concern, he said.

Fed: Global crisis puts squeeze on major projects

BRISBANE, April 28 AAP - The global financial crisis has taken the gloss off the prime
minister's Building Australia Fund, with an injection of state and private money now needed,
a forum has heard.
The Building Australia Fund is being used to fund a priority list of infrastructure
projects short-listed by Infrastructure Australia.
Infrastructure Australia chair Sir Rod Eddington told a forum in Brisbane the initial
budget of $20 billion was not enough to fund their wish list.
But even the $20 billion was based on $12.5 billion in the bank and $7.5 billion from
future budget surpluses and times had changed.
"That was where we were when this was set up, but the global financial crisis has clearly
changed the second bit ($7.5 billion)," he told the Committee for the Economic Development
of Australia forum.
"The bottom line is that of the $12.5 (billion) we have from the Building Australia
fund, we would almost certainly ... put $4.5 into the broadband fund."
Sir Rod's team put forward a short list of recommendations in March that the government
was yet to approve, but he thought the approved projects would be released with the federal
budget in May.
"Clearly, the funding that we have for the list we put forward won't get us to where
we want to go," he said.
"I never thought that it would, to be frank."
He said it would be up to the states to try to match funding to get projects off the
ground and there would also be a role for the private sector.
"So, then, there's a question of what matching funding can the states provide, what
role will the government want the private sector to have in this and what subsequent funds
will the federal government be able to commit to the Building Australia Fund," he said.
"Because of the global financial crisis we know finance is being squeezed."
Sir Rod told the forum that if public infrastructure didn't work properly then there
was no option but to privatise as cities couldn't work properly.
"Our job in Infrastructure Australia is to support the private sector ... there are
some real challenges if we want the private sector to step forward and fund and support
the infrastructure that is so essential to our economy and community," he said.
"We need to find a way to engage the private sector above and beyond what we have in place."

Qld: Storm lifts roofs off southwest Qld houses
BRISBANE, Dec 24 AAP - Nine homes in south-west Queensland have been damaged by a severe
thunderstorm.
Roofs were damaged when the storm hit Mitchell around 8pm (AEST) on Tuesday.
Firefighters from nearby Toowoomba joined local rural firefighters to patch roofs.
Another house in St George, west of Mitchell, also needed repairs after sustaining
significant roof damage.

BEIJING, Aug 17 AAP - Australian track cycling star Anna Meares broke the Olympic record
for the flying 200m in sprint qualifying today.
Meares rode a scorching time of 11.140 seconds to break the old mark of 11.212, set
by compatriot Michelle Ferris at the 1996 Games.
The Queenslander has made an astonishing comeback from the January crash during a World
Cup race in Los Angeles that nearly left her with permanent spinal damage.
Meares suffered a fractured disc in her neck and was only millimetres away from paralysis.
Also today, the Australian teams pursuit squad qualified third-fastest in four minutes
2.041 seconds behind world champions Great Britiain and New Zealand, who were second fastest.

Fed: Howard unveils vision for Australia in 2020

CANBERRA, April 23 AAP - Prime Minister John Howard has outlined his vision for Australia
in 2020, in a speech aimed at convincing voters he has not run out of ideas after 11 years
in office.
With opinion polls showing Labor 16 points clear of the government but lagging on economic
management, Mr Howard accused Opposition Leader Kevin Rudd of wanting to return to the
days of union control.
He ridiculed Mr Rudd's stoush with union leaders over his new industrial relations
policy, likening it to a pantomime performance or a rigged Russian election under the
communist regime.
And he reminded voters that the last Labor government under Paul Keating was "insufferably
politically correct" and obsessed with issues that did not affect people's daily lives.
"We've changed the country, we set out to," Mr Howard told the Queensland Media Club.
"The same thing would happen if there's a change of government (back to Labor)."
In a speech that was long on rhetoric but short on specifics, Mr Howard said he wanted
Australia in 2020 to still be the best country in the world to live, work, start a business
and raise a family.
"As a government, we've made decisions in the past 11 years that impact directly on
the lives of Australians. No doubt we've made our mistakes. All governments do," he said.
"But we have never lost sight of the big things that affect people's lives - their
jobs, the wellbeing of their families, decent health care, genuine choice in education
and a good social safety net.
"We've never lost sight of the human dividend of a strong, growing economy."
Mr Howard said the coalition aimed to build on what it had achieved over the past decade,
while Labor wanted to go back to "government by a few mates for a few mates".
"This idea that the strong economy we now have (will continue) and you just get some
slightly warmer and fuzzier version of Work Choices if Mr Rudd wins couldn't be further
from the truth," Mr Howard said.
"The reality is that Labor will do the unions' bidding on Work Choices. They will throw
the odd bone to the business community - secret ballots and a couple of other things -
but Australian Workplace Agreements will go, unfair dismissals are back."
But Mr Rudd said Mr Howard had thrown the fair go out the back door with his Work Choices laws.
"You know what Australians want out of a future industrial relations policy, they want
us to restore the balance on industrial relations because they know Mr Howard has gone
too far," Mr Rudd told reporters in Brisbane.
"That's what we intend to do. And that's what Mr Howard, I think, is very concerned we will do."
Both leaders were campaigning in Queensland today, where key marginal seats will prove
crucial in this year's election.
Union polling last week showed Labor well ahead in four key marginal seats.
Two separate polls in News Ltd and Fairfax newspapers today showed Labor with a 16-point
lead over the government, although the government had picked up some support.
Mr Rudd said he was not surprised by the increase in support for the government after
a fortnight in which he was bruised by the Sunrise dawn service fiasco.
"We have reached the halfway point and I have seen many, many people lose marathon
races in the second half, particularly when you are up against someone as clever as Mr
Howard," he said.

NSW Environment Minister BOB DEBUS says a delay in work on a key aquifer project ..
hasn't interfered with the government's plans to solve Sydney's water problems.
Plans to access water from aquifers at Leonay in Sydney's far west have been brought
to a halt .. because of the likelihood sediment-laden water may flow into the Nepean River.
But Mr DEBUS says engineers are working on the problem.
He's told Southern Cross Broadcasting .. an experimental bore is producing water that's
very muddy.
The minister says the large quantities of this water are partly being diverted into
the sewer system .. partly allowed to flow into the river and partly taken away in tankers.
But he says the drilling effort's simply been moved to another experimental bore in
Emu Plains .. and will resume at Leonay in January.

Vic: Truck driver charged after fatal train crash
Victoria police have charged a truck driver with culpable driving three months after
a fatal train crash in the west of the state.
The 56-year-old Ararat man was charged with two counts of culpable driving .. after
a fatal level crossing accident west of Ballarat on April 28.
Two passengers died and dozens of people .. including the train driver .. were injured
when their train hit the truck on the level crossing.
The man will appear at the Ballarat Magistrates' court this Friday.

A spokesman for the Islamic community says violence at Sydney's Cronulla Beach .. was
incited by racist and irresponsible sections of the media.
The Islamic Friendship Association's KEYSER TRAD said the violence was bound to happen
.. because of racist rhetoric on Sydney talk back radio throughout the week.
TRAD said sections of the media had taken the issue far too far .. turned a common
youth issue into an issue of ethnicity.
There have been three arrests and people have been attacked at the southern Sydney
beach today after about 5,000 people .. some yelling racist chants directed towards the
Lebanese community .. converged.

NSW: Planning Minister Craig Knowles caught drink driving
New South Wales Planning Minister CRAIG KNOWLES has been caught drink driving.
The 46-year-old has been charged after being stopped by police at a Random Breath Test
site in Beverly Hills, in Sydney's south-west, about 11.45 last night (AEST) and registering
a low-range blood alcohol reading of 0.06.
Mr KNOWLES -- who was on his way home after a farewell for one of his staff members
at a city hotel when he was stopped -- says in a statement he's sorry for his mistake
and takes full responsibility for his actions.
He says he wouldn't have driven if he thought he was over the limit.
Mr KNOWLES -- who says he has broken the law and expects to be treated accordingly
-- will appear in Sutherland local court on April the 21st.
